Are you running a #jack daemon? Stop it. Restart #pulseaudio. Don't worry about #ALSA (it just works (well, other than checking things out with alsactl/alsaconf or whatever you configure ALSA with)). Seems you have something using your audio already.
How about #flite? http://www.festvox.org/flite/
https://github.com/festvox/flite/issues/16 may affect you, but flite is light speech #synthesizing. Does one thing and does it well.
